No Npc Problem

I have no NPC's in multiplayer if I create my own server. What can I do? Pls Help!

any mods running?if so,turn them off and try again,if u get NPC's then you have a mod problem

No mods running!!! Still have the problem. I should mention that everything in the reputation status is white(neutral)....
